Example Calculation:

A mana jammer gives +10 MDB without any maneuvers. If the optic fiber were equipped, you would get an additional 10% of the +10 MDB, for an additional +1 MDB.

The calculation is also floored afterward, causing it to have no effect on small values. For example, the optic fiber has no effect on the auto-repair kit until 2x light maneuvers.

0x light: floor(0 regen * 10%) = floor(0.00) = 0
1x light: floor(3 regen * 20%) = floor(0.60) = 0
2x light: floor(6 regen * 25%) = floor(1.50) = 1
3x light: floor(9 regen * 30%) = floor(2.70) = 2

The performance increase for the damage gauge does not appear to follow this formula. See the damage gauge article for more info.
