How to Obtain

Cannot be auctioned, traded, or bazaared, but can be delivered to a character on the same account.

Data Mining

This is a vestigial item from the beta test period of Final Fantasy XI, where this item was necessary to obtain a subjob. It used to drop from Steel Beaks in Sauromugue, Anemones in Batalia and Poison Leeches in Rolanberry Fields. The item drops were removed from the retail release, but the item lingers in the dat files and can be found in the auto-translate dictionary. (JP Wiki)
