Background Info

Rudra is the extremely powerful and terrifying Hindu god of roaring wind and storms, among other things. It is another name of Shiva and, as a plural, refers to the Maruts (storm gods). The "weighing down" property could be interpreted as being due to terror, or reduced movement under high winds Wikipedia.
