Austere usually refers to a condition of asceticism in religious, and sometimes ethical, matters. Asceticism describes a life-style characterized by abstinence from various sorts of worldly pleasures often with the aim of pursuing religious and spiritual goals. Given the very plain and worn out look of this item, one could say that those who wear it are going without the ornate and costly looking clothing.
